ACI-047: Model and Cost Are Configuration and Measurement

A model identifier is a version string, and a cost figure is a proxy until you measure it and a measurement only under its stated convention. Bind each model version once, behind a role name, with a fence that proves it looked, and publish every estimate with its scope and the knobs that produced it. Never publish a leverage ratio without both halves beside it: its denominator is inferred from commit timestamps and stops growing when agents commit in parallel.
