ACI-005: The Productivity Claim

Expect agentic development to produce a variable multiplier across task types rather than a uniform speed-up: mechanical work can accelerate sharply, creative work much less, and scope-sensitive work can go backwards. Report productivity as that distribution, never as one number, and print every count with its ref, its date and its counting convention, because a count without them cannot be reproduced, reconciled or refreshed, and so is not a measurement.
