ACI-011: Style Rules vs Architecture Rules

Before you ask whether a rule changes what the agent does, ask whether it is true of this codebase at all: a scaffolded rules file reads like documentation and can describe a project you have never built. A true rule then falls into one of three boxes: style the agent already follows, which is noise; project knowledge the agent cannot have, which it needs; and house rules that go against the model's own defaults, which it breaks again and again. A rule that keeps breaking needs a higher rung: a better place in the file, the exact command to copy, then a lint.
