ACI-036: The View Is Not the Record

Once a project's records live in a store and its Markdown is rendered from that store, every edit, count and sweep has to name which side of the boundary it is on, because the rendered file looks like the document and is the wrong place to write or to count. Moving records into such a store is a migration of the project's evidence: it needs an accounting from the original files to the store to the views, denominators taken from history, and a hand-finish list committed as such.
