ACI-022: Done Means Enough, Not All

Thesis

In agentic development, a steel thread is "done" when it has delivered enough value, not when every planned item has been completed. Design documents are hypotheses, not contracts. Treating plans as commitments leads to either scope creep (doing unnecessary work to complete the plan) or false failure (feeling bad about healthy scope management).

Story

Intent's ST0025 set out to fix 25 Highlander violations organized into 5 work packages. The design was thorough: each violation had an ID, severity rating, description, and proposed fix. Violation V09 -- CLAUDE.md generated in 3 places -- was labeled CRITICAL.
