ACI-009: CLAUDE.md Stagnation as Project Health Signal

Thesis

The rate of CLAUDE.md evolution correlates with the rate at which a team is learning and encoding lessons. A CLAUDE.md that stops evolving in an active project is a warning signal. Either the team has stopped learning, stopped encoding what it learns, or has disengaged from the agent feedback loop.

Story

Intent and MeetZaya were developed in parallel by the same developer over overlapping periods. Both used Claude Code as the primary development tool. Both had CLAUDE.md files. Their edit trajectories diverged in revealing ways.
