ACI-012: Methodology Transfer Velocity

Thesis

Methodology innovations developed in one project transfer to new projects immediately but transfer to existing projects slowly or not at all. A new project started after a methodology lesson has been learned adopts it on day one. An existing project in execution mode tends to keep executing with the methodology it already has, even when better tools are available.

Story

Intent is the methodology laboratory. It is where steel threads, CLAUDE.md conventions, work packages, skills, subagents, autopsy, TCA, and the Highlander Rule were all developed. The question is: how fast did these innovations reach the other two repos?
